VOV.VN - The 13th National Congress of the Ho Chi Minh Communist Youth Union for the 2026–2031 term opened in Hanoi on June 24, focusing on digital transformation, innovation, artificial intelligence (AI) skills and youth development for the country’s next growth phase.

The congress, that brought together 786 delegates representing more than 21.6 million Vietnamese youth and union members at home and abroad, is expected to set new directions for youth development and youth movements as Vietnam enters a new stage of national development.

Over two days, delegates will review the results of youth union activities during the 2022–2026 term, discuss priorities for the next five years, consider amendments to the Union Charter and elect the 13th Central Committee of the Ho Chi Minh Communist Youth Union.

Youth at the centre of digital transformation and innovation

One of the key themes of the congress is building a new generation of Vietnamese youth equipped with political awareness, professional knowledge, digital skills, global competencies and a strong commitment to national development.

According to the draft political report, young people are not only the country’s future workforce but also active participants in digital transformation, scientific and technological development, innovation and international integration.

As artificial intelligence, big data, the Internet of Things (IoT) and emerging technologies continue to reshape economies and societies worldwide, the Youth Union plans to strengthen support for young people in developing digital competencies, accessing advanced technologies and fostering innovation.

Existing flagship programmes, including youth volunteer activities, innovation initiatives and youth participation in national defence, will continue while being more closely aligned with socio-economic development goals, national digital transformation efforts, environmental protection and sustainable development.

New term to focus on technology and entrepreneurship

The draft political report outlines 13 major targets, five breakthrough priorities and seven key programmes for the 2026–2031 term.

The proposed priorities include modernising Youth Union operations, helping young people master digital technologies and artificial intelligence, promoting entrepreneurship and innovation-driven startups, developing a capable and trusted youth leadership workforce, and improving the management and effectiveness of volunteer programmes.

According to Nguyen Minh Triet, permanent secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, the congress is not only an opportunity to review achievements of the previous term but also a milestone for defining a new vision and approach that will strengthen the pioneering role of Vietnamese youth in the country’s next development phase.

A digital-first congress

The 13th National Youth Congress is also being recognised for its digital-first approach. All congress documents, delegate registration procedures and voting activities are being conducted through digital platforms and mobile applications under a “paperless congress” model.

Organisers have also shortened the event to two working days, eliminated congratulatory flower arrangements and reduced ceremonial expenses while maintaining the significance and effectiveness of the gathering.

These innovations reflect the Youth Union's commitment to digital transformation, efficient governance and sustainable event management.

Under the theme “Self-Reliant Courage – Pioneering Innovation – Aspiration to Contribute – Mastering the Future,” the congress is expected to usher in a new phase of development for the Youth Union and inspire a stronger spirit of creativity, responsibility and contribution among Vietnam’s younger generation in the decades ahead.
