Vietnam’s model of mobilizing overseas talent for sustainable development highlighted
VOV.VN - Algerian media have shown growing interest in Vietnam’s policies to mobilize overseas talent for national development, viewing them as an effective and adaptable model for Algeria’s own strategy to connect with its overseas community.
According to observers, the Algerian Government has recently stepped up initiatives to strengthen ties with Algerians living and working abroad. It has emphasized the role of intellectuals, entrepreneurs, scientists and professionals who have found success overseas, considering them an integral part of the country’s development strategy.
In an article earlier this week, El Watan identified Vietnam as a leading example of effectively tapping overseas resources. With more than 5.3 million Vietnamese living in 130 countries and territories, Vietnam has turned its overseas community into a “strategic resource” for science, technology and innovation.
In 2023, the Ministry of Science and Technology launched the “Talent Network Vietnam” program to connect overseas Vietnamese experts with domestic businesses.
The policy is underpinned by concrete incentives such as tax breaks, streamlined administrative procedures and reintegration support. It has been praised as a practical approach to attracting intellectual talent and transferring global knowledge to support national development.
According to El Watan, Vietnam has changed remarkably over the past two decades. Modern infrastructure, a dynamic young workforce, a transparent investment climate and open policies have created favorable conditions for overseas Vietnamese to return and contribute.
This has helped Vietnam attract record foreign investment, especially in semiconductors and artificial intelligence, with major corporations such as Samsung, Intel and Foxconn expanding operations.
Amid rising demand for high-quality human resources, the Vietnamese Government continues to prioritize the overseas community through conferences, forums and promotion programs in France, the US and Australia, carrying the message: “Come home – Vietnam is ready to welcome you and provide the best conditions.”
Algerian experts said Vietnam’s policy toward overseas citizens harmoniously combines strategic vision, practical measures, and a deep understanding of overseas citizens’ sentiments. They called it a valuable reference for Algeria as it works to design policies encouraging overseas intellectuals to contribute to national development.
With millions of Algerians abroad, many of them highly educated and maintaining strong ties with their homeland, Algeria is seen as having immense potential. Analysts recommend the government create a favorable environment for innovation, administrative reform, transparency and policy stability.
As El Watan concluded, “Vietnam has proven that sustainable development is not only measured by GDP growth but also by its ability to attract overseas talent to contribute to the homeland.”
