Government promotes rental housing as long-term solution for residents
VOV.VN - Vietnam will prioritise the development of rental housing alongside homes for sale, particularly in major urban centres, industrial parks, economic zones and key growth regions, under a new government strategy aimed at expanding housing access and fostering a sustainable rental housing market.
The implementation plan was recently issued by the Government following conclusions by Party General Secretary and State President To Lam on social housing development and future housing policy orientations.
Under the plan, the Government calls for a significant shift in housing development thinking. In addition to expanding homeownership opportunities, authorities will promote rental housing, especially apartment-for-rent projects in large cities, industrial zones, economic hubs and major economic corridors.
Rental housing has been identified as a strategic, long-term segment of Vietnam's housing market, serving the needs of workers, students, civil servants, public employees, members of the armed forces and other groups seeking affordable accommodation.
According to the Government’s orientation, housing development will continue to follow market principles while remaining subject to effective state regulation.
The Government emphasises that the State will not subsidise housing directly, nor allow the market to operate without oversight. Instead, it will focus on improving the legal framework, creating favourable investment conditions and ensuring reasonable returns for developers while helping residents access suitable housing options.
The plan also stresses that housing development must be integrated with urban planning, land use management, industrial development, public transportation networks, labour market policies and population management to ensure coordinated and sustainable growth.
To encourage investment in rental housing, authorities will study new policies related to land allocation, taxation, credit access and financial mechanisms. The Government also aims to mobilise private sector investment and social capital to expand the supply of reasonably priced rental properties.
A key component of the strategy is the simplification of investment procedures through a ‘one-stop-shop’ mechanism. Authorities will review and streamline procedures related to planning approvals, land allocation, construction permits and access to preferential financing, alongside establishing clearer responsibilities and processing timelines.
The Government also plans to accelerate the use of digital technology in real estate market management, including the development of national housing and real estate databases. At the same time, local authorities will review and prepare land reserves for future rental housing projects.
In addition to increasing supply, regulatory agencies will strengthen oversight to ensure housing support policies reach eligible beneficiaries and prevent speculation or abuse of policy incentives.
The Government expects the designation of rental housing as a strategic market segment to diversify housing choices for residents and support the gradual development of a professional, stable and sustainable rental housing market in Vietnam.
Vietnam has intensified efforts to address housing affordability challenges amid rapid urbanisation and industrial expansion. Demand for affordable rental accommodation has risen significantly in major cities and industrial centres as migrant workers, young professionals and students increasingly seek flexible housing options close to employment and educational opportunities.
The Government’s broader housing strategy also includes accelerating social housing development and expanding access to affordable homes for low-income households and industrial workers.
