Top leader heads Central Steering Committee on institutional improvement and law enforcement
VOV.VN - On behalf of the Politburo, Party General Secretary and President To Lam has signed a decision establishing the Central Steering Committee on institutional improvement and law enforcement.
Under the decision, General Secretary and President To Lam will serve as head of the Steering Committee, while member of the Secretariat Tran Cam Tu is permanent deputy head.
The deputy heads of the Steering Committee are Prime Minister Le Minh Hung and National Assembly Chairman Tran Thanh Man. Minister of Justice Hoang Thanh Tung is the standing member of the Steering Committee.
The decision also states that the functions, tasks, powers, working arrangements and working relationships of the Steering Committee shall be carried out in accordance with Politburo regulations.
The Party Committee of the Ministry of Justice will serve as the standing body of the Steering Committee in line with Politburo regulations and the working regulations of the Central Steering Committee on institutional improvement and law enforcement.
In mid-May, General Secretary and President To Lam chaired a working session with several ministries, commissions, sectors and agencies on the organisation and operation of the Central Steering Committee on institutional and legal improvement and the Central Steering Committee for Judicial Reform.
The consolidation of the two steering committees was deemed necessary to reduce organisational focal points without reducing responsibilities, while ensuring clear accountability, clear deliverables and clear outcomes.
The new Steering Committee must serve as a strategic mechanism for leadership, direction, coordination, implementation oversight, inspection and supervision. It will not replace the National Assembly in legislative work, the Government in state management and law enforcement, or other competent state agencies in carrying out their responsibilities.
Instead, it will focus on policies and orientations related to strategic issues, major proposals and matters requiring reporting to the Party Central Committee, the Politburo and the Secretariat. It will also coordinate efforts to remove bottlenecks and resolve inter-sectoral issues, while conducting inspection, supervision, implementation supervision and handling political responsibility within its authority.
The General Secretary and President said the new Steering Committee must deliver substantive results, reflected in the removal of major legal bottlenecks, the resolution of inter-sectoral obstacles, improvements in the quality of law-making and the effectiveness of law enforcement, improvements in the quality of judicial activities, prevention of wrongful convictions, protection of justice, lower compliance costs, improvements to the investment and business environment, and enhanced access to justice for both citizens and businesses.
