Top leader calls for early prevention, data-driven governance in anti-corruption drive
VOV.VN - General Secretary and State President To Lam has called for early prevention, stronger local-level power control and data-driven oversight to become central pillars of Vietnam’s efforts to combat corruption, wastefulness and negative practices.
Speaking at the 30th meeting of the Central Steering Committee for Anti-Corruption, Wastefulness and Negative Practices on June 18, the top leader stressed that stronger decentralisation and delegation of authority are necessary to improve public services and support businesses more effectively. However, he noted that these reforms must be accompanied by robust mechanisms for power control, accountability and digital supervision.
He urged provincial Party committees and local steering committees to strengthen oversight of officials at the grassroots level, accelerate administrative reform and digital transformation, and complete the integration and sharing of national databases to support inspection and supervision activities.
The meeting reviewed progress in addressing long-standing stalled projects and underutilised public assets, which authorities consider an important component of efforts to prevent resource waste.
According to reports presented at the meeting, ministries, sectors and localities have reviewed an additional 1,501 problematic projects since the beginning of the year, bringing the total number under monitoring to 4,492. Of these, 1,531 projects have been fully resolved.
Authorities have also identified 30,595 surplus public properties and land facilities nationwide, with 14,992 already processed and put back into use.
The committee noted that accelerating the resolution of delayed projects and inefficiently used public assets is essential to preventing losses and improving the use of development resources.
Law enforcement and oversight agencies also reported continued progress in detecting and handling corruption-related violations.
Since the beginning of 2026, Party committees and inspection bodies have disciplined 65 Party organisations and 3,375 Party members. Inspections and audits recommended the recovery of approximately VND799.4 billion (US$30.5 million) and 31 hectares of land, while administrative action was proposed against 356 organisations and 1,192 individuals. Thirteen cases showing signs of criminal violations were transferred to investigative agencies.
Across the country, authorities initiated legal proceedings in 1,985 new cases involving corruption, economic crimes and abuse of office, with 4,671 defendants. Prosecutors filed charges in 1,886 cases involving 4,520 defendants, while courts completed first-instance trials in 1,721 cases involving 4,415 defendants.
Party General Secretary and State President To Lam said anti-corruption enforcement continues to be carried out strictly, with no prohibited areas and no exceptions. He also highlighted increasingly effective coordination among Party inspection agencies, internal affairs bodies, auditors, police, prosecutors, courts and enforcement agencies.
Asset recovery remains a major focus of the campaign. Authorities recovered more than VND1.3 trillion during prosecution and trial stages, while civil enforcement agencies recovered over VND3.99 trillion, including more than VND1.84 trillion linked to cases monitored by the Steering Committee.
The top leader described asset recovery as an important indicator for evaluating the effectiveness of anti-corruption efforts.
Looking ahead, he called for continued improvements to laws and regulations to close loopholes and remove institutional weaknesses that may create opportunities for corruption and waste.
He also stressed the need to complete the handling of long-delayed projects and surplus public properties during 2026, while intensifying investigations into serious and complex corruption cases in key sectors such as land management, finance and banking, energy, minerals, environmental management and food safety.
